Dynamic IP address of a visitor is a personal data

CJUE ruled on 19 October 2016 (582/14) that dynamic IP address of a visitor is a personal if the website  has the legal means allowing it to identify the visitor  concerned with additional information about him which is held by the internet access provider

In this caselaw the data stored does not enable the person to be directly identified, but the operators of the websites at issue in the main proceedings can identify the person only if the information relating to his identity is communicated to them by his internet service provider.

This is sufficient to consider that it is a personal data.
